I can't solve your problem directly, but this issue comes up a lot in connection with the contents of your xstartup file in ~/.vnc
You need to call the correct window manager. Most of the answers appear to be at: http://www.sourcecodecorner.com/articles/vnc/linux.asp but I don't claim to understand them.
