Try http://www.planetdns.net Their PlanetRemote application contains integrated VNC and dynamic DNS client (http://www.planetdns.net/client/pdnsrem32v114.exe). If you already have VNC installed, you can simply download the Dynamic DNS client to create a static Internet name for your dynamic IP address. It's available here http://www.planetdns.net/client/pdns32v114.exe
