I am also having this problem,

The website tells me the connection is open and accepting but I can not connect with a
VNC Viewer - I am using the same IP address as the test says - XXX.XXX.XX.XX - is
accepting connection on port 5900 display 0

also with both ports open ( 5800 - 5900 ) on my router I still can not connect with
the Viewer or thu the Web Java applet.

this is driving me nutz - The Viewer and Java will work internally - but never
externally

Again still lost.......

That's quite impossible. Are you using the public address as found in that website?
