Have you check that the "Default Properties" have the password you want?
You don't mention what registry settings you are changing, so make sure it
is in "HKEY_Local_Machine" rather than "HKEY_Current_User".  When running as
a service it is usually easier to remove the "HKEY_Current_User" settings so
that the default is used when a user is logged on and when a user isn't.
