Interesting, I have a Road Runner cable modem (2 way) in Tampa, FL. 
I have used SSH, VNC, and some commercial VPN software with no 
problem using the default ports.

RR here does block some commonly abused ports (I belive 80, 25, and 
the NETBIOS ports, 16x-17x). They do not bock 22 or 5800-6000 around 
here.

BTW each area pretty much runs its own show, the policies and support 
in one area don't represent those in another area.
