You mentioned Bandwidth; are you a customer? If so, that's who I got my training and advice from. Ask your rep for it.
What he told me made it sound like every room needs a DID. We did NOT go into detail on hotels. But in a campus situation, you better make sure the PSAP can call the person back, period.
