You can use telnet to test both smtp and pop3 connections.

I just telneted to smtp-gw-4.msn.com
it responds with an SMTP greeting, but as soon as I enter the helo command
it doesn't respond. It doesn't disconnect, it just doesn't respond. I would
assume there is some sort of problem with the server at MSN, because even if
I was being black listed it should respond to that effect, or at least
disconnect.
