It is at these enormous "negative" pressures that the exotic chemistry takes place. I think Jones has put his finger on a very important point. He has identified the meeting place of mechanical and EM stress. The electric current bring the water to a state where it is just about to "explode". The Alpha atmosphere vacuum triggers this internal explosion. Of course, to "see" it as an explosion one has to be prepared to shift ones pressure datum down to high negative values below the arbitrary external zero.
