Frank,  my reference to mitigation was referring to the need to have the 
product meet FCC radiation requirements.  If it radiates more than a few 
nanowatts of RF, it will be banned from production.
 
Extraction of energy from within some form of RF shielding would be entirely 
different.   That would be an interesting source of energy if of sufficient 
level.

Mitigate are you kidding?  With a simple diode RF can be converted into 
electricity.  No thermal process required.        
        
That's what I was trying to enhance in my experiments.  Unfortunately I could 
not get the experiment to emit RF.
