People do not care about that. It is done to keep the teapot from splattering the surroundings with drops of boiling water, and also to heat up the hot water one last time as you pour it out of the kettle. In other words, when you design the kettle to keep it from spitting hot water around the stove top and onto the cook, you also end up ensuring that the steam is pure.
