The study of LENR now requires a study of the law. Reading how the 89M is paid has nothing to do with IP. Final payment is strictly based on a positive ERV report. IMHO, I.H. cannot holdback payment because they are not satisfied with the distribution of IP.
Any IP issues are red herrings with regards to the final payment based on the letter of the licence agreement.
