This would work fine. It would be just as good as placing the thing next to the pumps, or between the reservoir and pumps. The flowmeter only works with liquid water, not steam, so it has to be placed at one of these three locations. It will measure the entire volume of water at any of the three, so they would be equally okay. To measure enthalpy, you also have to also measure the steam quality, with some other instrument. I do not think Rossi did that. - Jed
