Actually, the situation is not quite as grim as that. First of all,
Fleischmann described the alloy in some detail. See p. 3 here:

Second, several other researchers know how to make promising alloys.
For example, Arata's materials probably would work better than
anything JM has ever come up with, and Imam's Pd-B alloys work quite
well. Unfortunately, Arata is very old and I do not think he will be
capable of doing experiments much longer, and the Navy will not allow
Imam to produce his materials.
