Good point, but even so don't you think it would be a better solution than 
letting the fighting parties, who are necessarily biased, decide who are the 
bad guys and what should be done to them?

Just a few years ago, I would have agreed with you. However when a
single entity rules the entire planet, and has the potential to
become corrupt (as all power structures do), then there is nowhere
left to go to escape it.
