One problem is I have almost no time right now for responding appropriately. I have many projects going at once, and may have to stop all of them and my internet fun due to mundane personal reasons. I only have occasional time for spontaneous remarks, and no time for looking up references needed to make appropriate sense. I also can't find a source for BaTiO3 plates or sheets, though they must exist. It comes mostly in powdered form, so I guess it is expected you bake your own. I looks to me to be a very good back side because its characteristics are controllable through additives and it can have an extraordinary dielectric constant.

I think it is very important that the high dielectric constant backing be capable of diffusing hydrogen away from the HV back side of the cathode. Otherwise, the film will just peal. The only reason I suggested glass at all was to get a quick start concept close to that of the Szpak cell. A better quick-start idea would be just to co- deposit wire and place it up against CR-39 just as in the Szpak cell. Put a seal (silicone or wax) around the CR-39 and then a thicker barrier if needed behind that, prior to the HV ground electrode. If using a laser is desired it can be applied from the top side - through the electrolyte. This still leaves room to apply a magnetic field from the side.

I don't see any problem building a small cell with removable rectangular sides (or side) similar to a very small aquarium. The CR-39 could be one side of the cell. I should re-do the hastily done drawing at:
