That is the inside of a *grounded* Faraday cage. The absolute part
of that depends on charge being roughly uniform in the universe.

Not resolved. The terminology is not the issue. The issue is
whether it is important to build a floating power supply for the
electrolysis anode, or whether it is sufficient that the electrolysis
cathode can be grounded and the HV electrode made HV positive. The
issue is even more important for a gas mode cell where there are only
two potentials involved.
