Yeah. I didn't see that but there was a lot of coverage of turbines recently installed in the East River in Manhattan, which is actually a tidal strait. The first ones were quickly destroyed by the force of water.

The East River is a convenient place to put experimental & prototype devices. It is close to many laboratories and machine shops.
