Problem is - this change has passed the Senate, but is not signed into law.
Thanks for the link. That's helpful. I expect Obama will sign that law
because it does not seem controversial.
I think this is a good law. People who have discovered things should
either fish or cut bait. They should not sit on their discovery
indefinitely. I think that the first person to file has a moral right to
the discovery.
I forwarded the link to Rossi with a brief explanation as to what it
means, quoting his message to me.
I thought this was the rule heretofore.
