They seem to cover all eventualities. I do not know what the situation is, but my guess is that if they have working reactors in a development laboratory, with instrumentation, and if they have developed equipment to fabricate reactors, then even if they do not have the recipe for the powder it would not be difficult to reverse engineer it. As I said before, my reading of the first statement from Defkalion is that Rossi showed them how to fabricate the powder, and they are prepared to fabricate it in industrial quantities. - Jed
