Convection is irrelevant. Its obvious that heat transfer is only to a small
portion of the water.

From my personal experience I cannot agree. Then I must have significantly
uneven heat distribution in my kitchen boiler and I never observed that in
my life.

Yes, this is the reason why the steam is hotter than the water and these
bubbles going up must cause a lot of turbulency and convection.
