No violation, perish the thought!  Rossi keeps claiming he needs a safety
heater.  The entire device is a heater.  I suggest to provide the "safety
heat" that some portion of the heat from the output be recycled to the
input via some sort of regulator or controller.  It's not rocket science.

I assumed perhaps wrongly that Defkalion makes similar claims.

And I've been accused of lacking imagination.   I generally don't care what
claimants say.  I care about what they do and produce and so far, for
Defkalion, it's even been less convincing or compelling a show than
Rossi's, if that's possible.

You don't know or you can't say?   Why would anyone not want to see the
world's most interesting invention?   And get a nice live compelling
demo?      Well, Ockham might have said, "It didn't happen because
Defkalion has nothing to show."
