Intensity or energy density is the first essential measure.
A COP of 400 for an inlet energy of  1mW will have few applications.
COP is a financial measure of the device- I am buying 1 kW of high currency
electric energy to receive 6 kWatts of low
currency thermal energy- not a very good deal. You are right
that the temperature is also essential. Defkalion has attained over 650 C
in the active core, Rossi seems to work at a much lower temperature.
And the duration of the effect is also critical; one of the causes of the
Rossi-DGT divorce ( in retrospect a very positive event!) was that the Ecat
was not able to work continuously over 48 hours.
