I assume you mean he should have been held responsible. He wasn't, as far
as I know.

I missed that. Did he claim such a factory exists?

Someone, somewhere did churn out a large number of e-cats in the 1 MW
reactor. I assume they were made by hand. I have heard they were fabricated
and then re-fabricated with design changes, many times. An awful lot of
work and money went into it.
