Since the original post was about the FBI Raid and not about the viability of the modern Papp engine, it was a mistake for me to conflate Bob and John.
When the scope is broadened to include the modern Papp engine – neither of them, nor the other three Papp companies has demonstrated any indication of a self-running engine to independent scientists - and the “popper” is basically a joke if not an integral part of inappropriate fund raising. This has simply gone on too long not to be fully debunked. The original engine may have worked - yet the modern one has no evidence of having worked. This is not surprising, since there has been a notable falling out between the two brothers [e.g., 3]. It was Bob Rohner's popper that has been purchased and tested by Russ Gries [4], and it was a device provided by Bob Rohner that Michael McKubre looked at. It was Intelligentry that was raided by the FBI. Unless there is further information to come to light, I do not think we can assume that Bob Rohner was implicated in whatever lead to the FBI raid. That is not to say anything about the legitimacy or lack of legitimacy of Bob's business dealings.
