That may well be largely because the site isn't actually human-generated.
Each news item is stored in a database, and the page is somehow rendered
from that database.
That's how I remember it, at least.
So it may well be that they don't have much option with the process that
converts it into HTML.
Or maybe the person that originally programmed it has left and they can't
work out how to change it :-)
