Hi Sean
As I understand the regs, you can use a weighted fly but you can't
add weight external to the fly.....so if you tie your own, put a layer
or two of lead on the shank of the fly. That's what I do with my
wooly buggers. If the pattern you want to use works best unweighted, use
a heavily weighted fly as your sinker (that's what I use my big stone fly
nymphs for) and drop the unweighted fly off the bend of the hook.
If this is bending the Washington regs, I'm sure someone will let me
know.
