When I commented on using weight on a fly leader I was thinking of a #4 
splitshot with a #22 fly versus trying to weight the fly itself. I've fished 
the Beaverhead in Montana the past several summers and split shot with tiny 
flies is a deadly combination for big browns. Washington flyfishing only 
water rules also do not allow two flies. If you could fish two flies you 
could use a larger weighted fly to get a tiny fly down. I could see limiting 
the size on split shot but I can't see any logical basis for the current 
rules.
