FWIW, a few years ago, as a guest, I attended the regular meeting of a
prestigious fly fishing club where members were talking about their
experiences. One particularly successful fisherman was describing how he
would make three wraps of lead wire on the entire length of the fly he tied
for a particular spot. There was quite an animated discussion of the ethics
of doing this and when it ceased being a fly and became a lure. The only
agreement reached was that it was really difficult to cast (somewhat
dangerous). I guess we will always be torn between what is legal, ethical,
moral, and effective.

FYI......for what is is worth.  I fished the Umpqua (oregon) a few years
back
and the same rule applied: no added weight to the leader.
