I haven't done it yet, but yes, they are using fly rods.  The guy that I
watched tie, today, had been out numerous times and lots of the fly anglers
do ice fish.  My brother, from Logan, Utah has been out several times.
Chartruese seemed to be the hot pattern for the tier I was talking to.  The
pattern has a chartruese, marabou tail, a chartruese, flash chenille body,
the heavy, dumbell eyes and finished off between the eyes and in front with
the chenille.  First, just behind the eyes tied in the middle of the
strands, is green flashabou and then the front strands layed back with the
rest of the strands and secured down.  This method keeps the slippery
flashabou from falling out.  He had a picture of a humongous brook trout
that he'd caught with this pattern just recently.
