Sean, it sounds like a folks are giving you backpack info, but not
addressing your questions specifically.
Patagonia just came out (for year 2001) with a day backpack that sounds like
what you described. It has a dry storage area, and the exterior is designed
to accommodate rod tubes. The old pack storage area, I believe, was not
waterproof. Again, the pack is day pack size.
