I have seen this problem as well. It does change with ISPs. I don't know 
what the problem is, but it is definitely a MacOS 9.2.2 issue. Although 
it does vary from ISP to ISP, I don't realistically expect any ISP to 
claim responsibility or to put themselves out in any way over this. It 
is definitely something for Apple to resolve, IMHO.

A client I attended at the end of last year was having this problem with 
her ISP. Just to see if it would improve things, I tried my ISP, 
Multiline. It worked like a charm. Not that I'm plugging Multiline in 
anyway, you all must understand (perish the thought that I would use 
this list for such a purpose :-) ), but their setup does support MacOS 
9.2, for whatever reason.

BTW - the client did cancel her original account and change to 
Multiline, and I haven't of any problems since.
