We have tried using no DNS settings, two different DNS numbers and the same
DNS number duplicated. We have also tried two different ISPs (WASP and
iiNet) and both come up with the same problem.

What are the IP numbers for the DNS servers those users are using?

I assume it's not something like the customer being over quota and not able to contact servers outside WA or something... (But of course OS X wouldn't fix that :).

You could always run something like Interarchy and do a session watch on the DNS transactions to see if anything's wrong. I think Men and Mice also have a DNS analyzer tool which can determine if there are problems with a DNS server.
