There is nothing stopping Apple from removing this restriction so MacOS X Server could be virtualised on any hardware. Personally I don't think Apple will license MacOS X Server to other server manufacturers don't think they wish to support all the available hardware that these manufacturers want to use. But they may release it to manufacturers OR sell it themselves with a list of supported hardware requirements What most likely is going to happen is Apple is happy with the Mac Mini Server as it satisfies most people's needs in small to medium businesses and in home use. the MacPro Server for users that need a little bit more and Final Cut Server users, Leaving the high-end server market to other manufacturers.
