Hi Bill, Editing photos on my iPad in the Photos app allowed me to choose an option called Markup. I get there by choosing Edit, then press and hold the bottom option on the list on the left hand side. Markup allows me to ‘hand write’ on the photos.
This might be possible on the Mac by importing your scanned images into Photos and choosing Edit and exploring the options. Cheers, Susan.
