Hi Bill,

I don't personally use the photos app but, if all you are wanting to do is 
write a Title on top of the photo, don't forget that Preview lets you do this.

If you want to make the title stand out on a busy photo first use the shape 
tool to place a filled box (say white) then use the text tool to put text (say 
black) over the box - quick & easy.

    Hi Bill, Editing photos on my iPad in the Photos app allowed me to choose 
an option called Markup. I get there by choosing Edit, then press and hold the 
bottom option on the list on the left hand side. Markup allows me to ‘hand 
write’ on the photos.
    
    This might be possible on the Mac by importing your scanned images into 
Photos and choosing Edit and exploring the options.
