Hi Bill, I don't personally use the photos app but, if all you are wanting to do is write a Title on top of the photo, don't forget that Preview lets you do this.
If you want to make the title stand out on a busy photo first use the shape tool to place a filled box (say white) then use the text tool to put text (say black) over the box - quick & easy.
