                   PHONE.COM TO ESTABLISH SPANISH OFFICE

      Company Continues To Increase European Presence with planned New
                              Office in Spain

   REDWOOD CITY, Calif. (April 18, 2000) ¾ Phone.com, Inc. (Nasdaq:PHCM),
   a  leading provider of Internet software and services, today announced
   it  is  to  open  a  new  Sales and Support business office in Madrid.
   Phone.com(TM)'s  plans  for  a  local  Spanish  office demonstrate the
   company's  aggressive  pursuit  of  new  business opportunities in the
   rapidly  growing  European WAP infrastructure and applications market,
   particularly  in Spain, and the broader international Spanish speaking
   market.  In  an  ongoing  effort  to  increase  its  global  presence,
   Phone.com  announced  last  month  that  it has opened a new office in
   Paris, France.

   The  Phone.com  Madrid  office  will  be  chartered to manage expanded
   business  growth, provide local support for existing Spanish customers
   and  to  further Phone.com's market leadership position in Europe. The
   company  will  offer  technical  support  services in order to provide
   local  customer  service  and  meet the needs of the rapidly expanding
   Spanish  wireless  market,  where mobile subscribers have increased by
   60%  in the past year alone. The Spanish office is expected to be open
   for business by mid April.
