Unfortunately, I have to agree that it's likely time for the podling to retire. 
 I believe we've reviewed all necessary internally and there would be nothing 
encumbering the podling from keeping the name "Wave" and moving to a dedicated 
github project/set of repos.

Ultimately, that's not a blocker on retirement.  To make the transition easier 
I feel its best that we start doing retirement planning and then move forward 
with a vote.
