I'm in the US and haven't used PayPal internationally, but it's been 
working fine "locally". It was very easy to set up (I used Dreamweaver 
extension they advertise on their site) and we've had no problems with the 
service at all. They've been very responsive with any questions I've had, 
whether by phone or email. They even provided instructions to make some 
slightly advanced modifications to the Add-to-Cart button info (if that 
statement makes any sense) for use with a reunion one site was setting up.

There haven't been any problems with transferring funds and no problems 
with verification of buyer info or anything else, so far. There are limits 
on transferring funds in the first couple of months, but after that it's no 
problem.
