If you read the PayPal terms of service you will see that on new business
accounts there is a limit on what % you can withdraw in a specific time
frame until you have a track record that establishes what your chargeback
rate is. Sounds like they tried to violate those terms which triggered the
fraud alerts.

Credit card companies are very sensitive to possible fraudulent transactions
now days. I've had calls from my credit card company (actually more than one
of the companies I have credit card with) wanting to confirm that I had in
fact made purchases before authorizing them. Amex called when there was a
largish jewelry purchase (at a jewelry show), Citibank called when there
were some suspicious online charges (rightfully so since there were in fact
not ones I had made) and the same with MBNA. 

If you have a new merchant account you may find similar restrictions on
getting the funds credited to your bank account.

Don't get me wrong.  I have been using PayPal for 3 yrs now without any
trouble myself...just don't collect too much money with it too quickly and
you should be ok.  The reason both of those accounts were frozen is because
they collected about $5-7000 in a little over a week and tried to withdraw
it and PayPal automatically froze it becaues they thought it was fraudulent.
Just be careful if you use it not to collect too much within the first
couple of months so you don't set them off.
