You could also build a Yahoo Groups site for the purpose of communcation and polling. The product offers a simple polling feature that could meet someones needs and it is easy to build. It is a free product (paid by ad shots) that could be run by someone with next to nothing on the knowledge base.
As for the pay before you play deal. I don't agree with that notion. There are times when you build something for someone and expect nothing in return. I build church web pages and expect 0 compensation for the service. I consider it giving back what God gave me. No one asked why his son asked his dad to do this project for nothing. Dad merely asked us to help him with a problem (something we do for free) that he encountered. I do agree with David upto a point. I think you should show the person the Surverymonkey and Yahoo (or other free poll product) and let them decide.
