Thanks for the input. No problem anymore, the client doesn't want to pay anything period. He tells me that he's really not ready to have a site built, so I told him when he's ready to contact me and we would work something out. He stated he wouldn't pay more than $200 for a site, and for 2 pages and 1 of them being a survey, that's not really off the wall.
Thanks for your info and the others on the list. I don't think I would have any websites under my belt if I didn't do some freebies along the way. I also do non-profit organizations for free.

No one asked why his son asked his dad to do this project for nothing. Dad
merely asked us to help him with a problem (something we do for free) that
he encountered.
I do agree with David upto a point. I think you should show the person the Surverymonkey and Yahoo (or other free poll product) and let them decide. If they chose to fork out 20 bucks for the service then that is their choice, otherwise you now have another product that you can build out for free.
