Good point;  I am probably thinking about frames, but won't use them either.

It is not the size of the window I wan't to reduce, but the size of the page
itself.   I wanted the whole page to be visible at once.   I expected A5
choice in the program to translate to a small page onscreen.   All the
design choices allow for that.    To come up so large makes type sizes and
so on look ridiculous.

Is there a way of shrinking?
