I can't design for toffee, but I do have a content management system (CMS) I'm willing to let the group use for this, and maybe even help develop, lord knows it needs it in some areas! The content management system is Under the GPL (I just haven't written the license out for it yet!) and, at the moment, the articles are under the GNU Free Documentation License (GFDL see www.truthisfreedom.org.uk/gfdl.php for a copy). I came across a site that had some great ways of copywriting your work, I'll see if I can find it again, it might have a fairly water tight legal version of what we're after. The CMS uses xhtml 1.0 strict, and all formatting is done with Stylesheets, so it will be very easy to customise. It runs on PHP and MySQL, preferably with LibGD installed. In the short term, is it worth setting up a yahoo-group or similar to talk about this instead of flooding the main list? If so, does anyone have a mailman box they're willing to let us use?
