The quick answer is to use CGI.pm or some other such module. As I use 
CGI.pm I suggest using it.

Lincoln Stein has a nice example of cookies which he calls "Animal 
Crackers".

I recently used javascript to set a cookie: you load the page and it 
sets a cookie and then starts to countdown 30 seconds and then pops-
up a window, but it won't pop-up the window if you have the cookie. I 
found a great resource for javascript:

one thing I really like about their search is that they return 
questions based on what I enter (better than askjeeves which was 
really bogus).  You click on the question and the page answers it.
