Registration is free, but it is restricted in various ways.  Most 
notably, you won't be assigned a plain "www.foo.ca" unless you meet 
one of various criteria: you're a federally-incorporated company or 
orgqnization, you carry on business in several provinces, or you have 
a federally registered trademark. 

If you don't meet these criteria, you have to add second- and third-
level domain names to your address, which can lead to such unwieldy 
names as "www.foo.toronto.on.ca".  Eew.
