I don't think you can use a mechanical rule to "judge" web sites - any more
than you can use a formula to "judge" any other work of art or
communications.
Because art is subjective -- and much of design is art -- I believe that
you must include qualitative information in any "scoring." Qualitative
judgment doesn't lend itself to formulas IMO .. speaking as one who has
critiqued web sites since January 1996.
