Very different.  UPC is a bar code label assigned to products so
scanners can read them when transacting business -- EDI between
businesses; scanners at retail level.  UPC is one variation of
the many bar code labels available, and UPC has two variations -
"A" and "C.".  In Europe they use the EAN code for the same
purpose.   In the food industry, they use a different label type.  

It is controlled by the Uniform Code Council who has   three
distinct transaction sets as governed by WINS, UCS and VICS.
Within each there are many forms.  As far as education is
concerned, it's worse than the Net -- a big mystery to a lot of
people, which is why I wrote the white paper.
