Hmm... why do you "have to" install the script itself on an NT server?  A 
form doesn't care where the script it executes is actually located -- can 
you not simply install a generic Perl script like formmail on an obliging Unix 
host, instead of getting into the hassles of finding and configuring an NT-
based version?

If you find you're stuck, e-mail me off-list and I'll see if I can set 
something up for you on my server (assuming that this student isn't 
expecting 2,000,000 form submissions a day, of course. <g>)
