I don't know. I assume they do unless the words are inside " marks with
other words, such as "fred the duck", or whatever.

The rating would have to be based on keywords and keyword combinations, of
course.
Web Position, which has been mentioned a few times on this list, looks like
it creates very useful reports about this. I've scanned over some of the
reports that others have pointed to, but haven't had the time to investigate
it myself.

I've also used a product called Copernic (Win 95-NT), but it really acts
more as an end-user tool to combines search results from different engines
(and show the ranking), rather than a tool for webmasters. Not entirely
useless for what you mentioned, though, since it generates lists based on
keyword results in popular engines.
