That could be, but it could also be that the content isn't written in such a
way that it drives them to continue browsing in the site.

Yes and no. Depends on where someone enters the site.

Button arrangements often indicate an "importance" hierarchy, starting at
the top left and moving right or down. I think this is related to the
direction the audience reads a page. For my audiences it's been left to
right, top to bottom. I think a short selection of buttons arranged left to
right have less implied hierarchy than the same list arranged top to bottom,
but that's just a hunch.

I have noticed on my logs that people coming in at the "home" page of a site
have a tendency to click the first link they come to while reading, so you
better have a good punch on the next page and give them a reason to keep
going. If viewers come in in the middle of the site somewhere, their path of
action often continues along the lines of what is relevant to them, which is
almost always directly related to the page they came in on, regardless of
where the next "link of interest" resides on the page (well, to a
degree...as long as relevant links are readily accessible).
